Congressman Calls for Debt-Free Dollars

An Ohio congressman has called on the federal government to take back the power to issue money from the Federal Reserve, the private central bank that, along with Wall Street, is to blame for plunging the world into an economic crisis not seen since the Great Depression of the 1920s and 1930s.

"The Federal Reserve [is] no more federal than Federal Express," said Rep. Dennis Kucinich (D-Ohio) on the floor of the House of Representatives on Jan. 26. "It's a collection of private bankers that was established in 1913 by the Federal Reserve Act."

GOVERNMENT SHOULD ISSUE DEBT-FREE MONEY, SAYS DENNIS KUCINICH

Kucinich called on the federal government to institute monetary reform beginning by issuing debt-free money-dollars that have not been loaned into circulation at interest by banks. "We can take a new direction, and that new direction must include monetary reform," said Kucinich.

Kucinich quoted monetary theorist Stephen Zarlenga, the author of The Lost Science of Money, saying, "the bulk of our money is not created by our government, but by banks when they make private loans."

Kucinich quoted the Constitution as authorizing the government to be the sovereign power to issue money.

"Because of this monetary crisis," he said, "we have an opportunity here. Instead of giving private bankers more power, we need to incorporate the Federal Reserve into the Treasury where all new money could be created as government money, not as interest-bearing debt."

He also said the government needs to halt the banks' privilege of creating money out of thin air by ending the fractional reserve system. "Past monetized private credit would be converted into government money," he said. "Banks would continue to do what people think they do now under this new approach," he said. They would only act as intermediaries by accepting savings deposits and loaning that money or their own cash out to borrowers.

"And what would the government do?" he asked. "Well, we wouldn't have to borrow money and continue to owe money to the banks to finance the needs of this country."

The proposal came during an hour-long speech by Kucinich, who offered fierce criticism of the banking industry in general, saying that bankers shamelessly exploited legislation, which was supposed help Americans avoid bankruptcy, in order to get free money from taxpayers.

"It turned out to be a windfall for banks," said Kucinich. "But hold onto your hat, Mr. And Mrs. America , because the banks are not done. They're going to be looking for even more money, [and] they're using this opportunity to game the system."

Kucinich also had choice words for speculators. "We've seen speculation driving this economy. An economy built on gambling, and not real production, is not sustainable. Moving to a financial sector as a source of profits is an unsustainable Ponzi scheme," he said.

"Remember that this time in our national experience is all about taking wealth from the great mass of the American people-from your paychecks, wallets and pocketbooks-and just moving it right to the top," he said.

"We're in a world of debt, creating more and more debt in a debt-based economy," said Kucinich. "And the pros, who put us in this mess, refuse to admit that debt is the problem that put us here." The current situation is unique, Kucinich said, because never before in American history have we seen so much debt.

"The growth of our public and private debt from $10.5 trillion to $43 trillion during Alan Greenspan's tenure from 1987 to 2006 gives us some sense of the real magnitude of the problem," he said.

The Federal Reserve knew this financial meltdown was on its way. "Yet we saw Greenspan pretend he didn't have a clue," he said. "The Fed didn't do its job."

"Under those circumstances," Kucinich asked, "would Americans want the Fed to have more power?

"Someone has to stand up for the American taxpayers, and say, ‘Stop it,' " he said. "We have to get control of this Federal Reserve."

The shift has hit the fan!

Humanity has shifted its karma into surpassing gear, and political climate change has come to America . Thanks to a grassroots up-wising, we the people huffed and puffed together in the same direction and the winds of change blew in a breath of fresh air. And we can all breathe easier.

The vote in November was more than a vote for a new President. It was a vote for a new precedent to overgrow the "lowest common dominator" paradigm and take a step towards government of the people, by the people, for the people. Now the government does our bidding, not the bidding of the highest bidder -- and now the Golden Rule can finally overrule the rule of gold.

In the short term, the up-wising has been successful, and the American Evolution has begun. The first big shots have been fired, and we are on the road to recovering from an eight-year bout with Mad Cowboy Disease and Electile Dysfunction.

But now, if we want to heal the body politic of conditions like Deficit Inattention Disorder, Truth Decay and the deadliest one of all, an unchecked Military Industrial Complex, we must elect ourselves.

Spiritually, it's time to quiet our barking dogmas and evolve past the Ten Commandments to an even greater realization - the One Suggestion: "We are all in it together." Once a critical mass of us chooses to live by this credo, we can avoid the critical massacre called Armageddon, create Disarmageddon instead, and achieve fulfillment as a species -- Humanifest Destiny.

The End of the Age of Nefarious?
 
Every journey into the light is preceded by a dark passage, and our entry into the Age of Aquarius is no different. As predicted in the celebrated quatrain ("When the goon moves into Lincoln's house, and stupider aligns with Mars, then greed will guide the planet and fear obscure the stars ..."), the Age of Nefarious delayed the start of the new millennium.

But now the quatrain is heading down a new track, and soular power is shining a light on the endarkened corridors of soulless power.

Just as the eight-year journey that took us from Whitewater to Blackwater was coming to an end, some overzealous Bush-bashers hurled footwear to give the departing regime one final boot.

That was understandable, but unnecessary. Better we should keep our shoes on, and use them to stand together at a time when healing wounds is more important than wounding heels.

Besides, without Bush there could have been no Obama. His alarming actions awakened more people than Buddha, and a body politic in a fear-induced coma miraculously regained consciousness.

And now there is a new President: Barack Hussein Obama. After eight years of insanity, we can proclaim to the world, " America has a President Hussein!"

So now, we must face another awesome truth: We are living in a world gone sane.

Welcome to the sane asylum.

Trickle Down Goes Belly Up

It's a good thing our political fates are on the upswing, as our economy has taken a sharp downturn. The house of credit cards economy based on trickle down has gone belly up, and we must face another, sadder truth.

Individually and collectively, we've been suffering from Deficit Inattention Disorder, and since we were unable to do the math, we must now do the aftermath. It's a buy-o-logical fact. You cannot spend more than you have. Nature knows this.

We can use no more energy than what we have in reserve. We cannot charge energy on our Ascended Master Card and repay it next lifetime.

So, yes, the casino economy is coming down, but there is an upside to the meltdown. There is a great opportunity in the crisis. Consider this. When the dollar hits zero, we can pay off our entire $10 trillion national debt and hardly feel it!

Meanwhile, over the past eight years we have seen the fall of reptilian entities like Enronosaurus Wrecks, and most recently a character named Madoff made off with billions. Our entire economic system has been revealed as an extraordinary ponzi scheme where ordinary people are left holding the empty bag.

Unfortunately, this is nothing new. It's the same old needy-greedy where our collective fear of not having enough -- "scare city" -- has empowered those privatizing privateers who are plundering our planet with their mining operations: that's mine, that's mine, that's mine.

This overmining the planet has undermined humanity. Thus, the emergency we face right now.

So, what do we do? I am glad I asked that question. We must go beyond the fear-based state of emergency, to a state of emergent seeing. T

hat is where we emerge and see the genuine wealth that is all around us: the virtually infinite energy from Father Sun, the prolific nourishment Mother Earth brings us every season, the love we generate from our hearts, and the inventiveness of our minds.

With this realization, we have a one way ticket out of scare city ... and we enter a state of a-bun-dance. That is where we get up off our assets, move our buns, face the music and dance together.

In using our resources to create good goods and greater goodness, we can weave a web of mass construction that will make us all interdependently wealthy.

Heartland Security and Purple People Power

So ... how do we do this? How do we go from our habitual "every cell for itself" consciousness that has caused our current "mining disaster", to acting on the evolutionary truth that we are in reality "all cells in the body of humanity?" How do we shift from survival of the fittest to thrival of the fittingest?

First we must move from the fear-based Homeland Security to the love-based Heartland Security, and realize our one true security is in the land of the heart. While the beliefs in our head fool us all the time, the love in our heart is foolproof. When we face up to love, we can face down the fear.

What this means in practical reality is that we must step across the "red-blue" political divide that has kept us separate, and show our true colors as one purple people.

Yes, we have all been wounded by polarizing politics, so let's give ourselves a purple heart, and take the next courageous step to cohere around our shared "heart core" values and become ... we, the purple.

I have a dream ... that the rednecks shall lie down with the blue necks, and we tune out the polarizing mainstream media, which is sadly a brainwashing machine stuck on spin. More than ever, we need forums not againstums, dialogue instead of debate. When the body politic stops mass-debating and chooses to have healthy, pleasurable intercourse, we will finally create a healthy brainchild together.

This February, we celebrate Abraham Lincoln's bicentennial, and our friend Richard Lederer (the anagram master known as Riddler Reacher), tells us that when we scramble the letters in "Barack Hussein Obama," we get "Abraham is back: One U.S."

You don't have to be a Barack-backer to see that instead of relying on leaders from above, the next evolutionary step is for us to become the leaders we have been waiting for. I am Lincoln . You are Lincoln . We are Lincoln .

And by linkin' together, we free ourselves from slavery to the divisive beliefs in our minds, and form a more perfect union in the land of the heart.

Sure, these ideas may seem far-fetched, but we are nearer to fetching them than ever before.

Remember, we are now living in a world gone sane. Change is ahead, change is afoot, and everything is changing from head to foot. Like it or not, we are destined to have heaven on earth. Might as well get used to it.

WASHINGTON - With thousands of fraud investigations under way, the
FBI is considering shifting agents away from counterterrorism work to
help sort through the wreckage of the financial meltdown.

FBI Deputy Director John Pistole told the Senate Judiciary Committee
on Wednesday that the bureau may reassign some of the positions that
were reallocated to anti-terrorism work after the Sept. 11, 2001,
attacks.

Such a move would be a further sign of the government breaking with
the Bush administration's priorities, which pledged to assign every
available resource to averting another terrorist attack.

Pistole told Congress his investigators have 530 active corporate
fraud investigations, and 38 of them involve some of the biggest
names in corporate finance - cases directly related to the current
crisis.

In addition, FBI investigators are tackling an even bigger mountain
of mortgage fraud cases in which hundreds of millions of dollars may
have been swindled from the system, he told lawmakers.

The FBI now has more than 1,800 open mortgage fraud investigations,
more than double the number of such cases just two years ago.

There are so many mortgage fraud cases to investigate, he said, that
the bureau is not focusing on individual purchasers, but industry
professionals generating fraud schemes that could total as much as
hundreds of millions of dollars.

"It is a matter of lawyers, brokers or real estate professionals that
are systematically trying to defraud the system," Pistole said.

Agents have even seen some instances of organized crime getting
involved in mortgage fraud, he said.

Also appearing before the committee was Neil Barofsky, the watchdog
of the government's $700 billion Wall Street rescue package passed
last year.

Senate Democrats are urging more spending to expand the ranks of the
FBI's financial fraud investigators.

After the 2001 terror attacks, about 2,000 FBI agents were moved to
counterterrorism work, and Pistole said they are considering moving
some of them back to beef up anti-fraud efforts.

Senate Judiciary Committee Chairman Patrick Leahy, D-Vt., urged the
FBI and the Justice Department to put people who have committed
mortgage fraud behind bars.

"Most people are honest," Leahy said. "The ones who are not honest in
this field are creating economic havoc and I want to make sure that
we're able to go after them.

"I want to see people prosecuted.... Frankly, I want to see them go
to jail," he said.

Barofsky, who was appointed the inspector general of the ongoing
financial bailout plan, suggested the best way to clean up mortgage
fraud is to pursue licensed professionals in the industry, and make
examples of them.

"They have the most to lose, they're the most likely to flip, and
they make the best examples," said Barofsky, a former federal
prosecutor in New York.

(CNN) - President Obama signed the $787 economic stimulus bill Tuesday in Denver, Colorado. Here is a full transcript of his remarks.

President Obama: It is great to be in Denver. I was here last summer to accept the nomination of my party and to make a promise to people of all parties that I would do all I could to give every American the chance to make of their lives what they will and see their children climb higher than they did. I am back today to say that we have begun the difficult work of keeping that promise. We have begun the essential work of keeping the American dream alive in our time.

Today does not mark the end of our economic troubles. Nor does it constitute all of what we must do to turn our economy around. But it does mark the beginning of the end - the beginning of what we need to do to create jobs for Americans scrambling in the wake of layoffs, to provide relief for families worried they won't be able to pay next month's bills and to set our economy on a firmer foundation, paving the way to long-term growth and prosperity.

The American Recovery and Reinvestment Act that I will sign today, a plan that meets the principles I laid out in January, is the most sweeping economic recovery package in our history. It is the product of broad consultations - and the recipient of broad support - from business leaders, unions and public interest groups, the Chamber of Commerce, the National Association of Manufacturers, Democrats and Republicans, mayors as well as governors.

It is a rare thing in Washington for people with such different viewpoints to come together and support the same bill, and on behalf of our nation, I thank them for it, including your two outstanding new senators, Michael Bennet and Mark Udall.

I also want to thank my vice president, Joe Biden, for working behind the scenes from the very start to make this recovery act possible. I want to thank Speaker Pelosi and Harry Reid for acting so quickly and proving that Congress could step up to this challenge. I want to thank Max Baucus, chairman of the Finance Committee, without whom none of this would have happened. And I want to thank all the committee chairs and members of Congress for coming up with a plan that is both bold and balanced enough to meet the demands of this moment. The American people were looking to them for leadership, and that is what they provided.

What makes this recovery plan so important is not just that it will create or save 3½ million jobs over the next two years, including nearly 60,000 in Colorado. It's that we are putting Americans to work doing the work that America needs done in critical areas that have been neglected for too long, work that will bring real and lasting change for generations to come.

Because we know we can't build our economic future on the transportation and information networks of the past, we are remaking the American landscape with the largest new investment in our nation's infrastructure since Eisenhower built an interstate highway system in the 1950s.

Because of this investment, nearly 400,000 men and women will go to work rebuilding our crumbling roads and bridges, repairing our faulty dams and levees, bringing critical broadband connections to businesses and homes in nearly every community in America, upgrading mass transit and building high-speed rail lines that will improve travel and commerce throughout the nation.

Because we know America can't outcompete the world tomorrow if our children are being outeducated today, we are making the largest investment in education in our nation's history. It's an investment that will create jobs building 21st-century classrooms, libraries and labs for millions of children across America. It will provide funds to train a new generation of math and science teachers while giving aid to states and school districts to stop teachers from being laid off and education programs from being cut.

In New York City alone, 14,000 teachers who were set to be let go may now be able to continue pursuing their critical mission. It's an investment that will create a new $2,500 annual tax credit to put the dream of a college degree within reach for middle class families and make college affordable for seven million students, helping more of our sons and daughters aim higher, reach farther and fulfill their God-given potential.

Because we know that spiraling health care costs are crushing families and businesses alike, we are taking the most meaningful steps in years towards modernizing our health care system. It's an investment that will take the long overdue step of computerizing America's medical records, to reduce the duplication and waste that costs billions of health care dollars and the medical errors that every year cost thousands of lives.

Further, thanks to the action we have taken, 7 million Americans who lost their health care along with their jobs will continue to get the coverage they need, and roughly 20 million more can breathe a little easier, knowing that their health care won't be cut due to a state budget shortfall. And an historic commitment to wellness initiatives will keep millions of Americans from setting foot in the doctor's office for purely preventable diseases.

Taken together with the enactment earlier this month of a long-delayed law to extend health care to millions more children of working families, we have done more in 30 days to advance the cause of health reform than this country has done in a decade.

Because we know we can't power America's future on energy that's controlled by foreign dictators, we are taking a big step down the road to energy independence and laying the groundwork for a new green energy economy that can create countless well-paying jobs. It's an investment that will double the amount of renewable energy produced over the next three years and provide tax credits and loan guarantees to companies like Namaste Solar, a company that will be expanding, instead of laying people off, as a result of the plan I am signing.

In the process, we will transform the way we use energy. Today, the electricity we use is carried along a grid of lines and wires that dates back to Thomas Edison, a grid that can't support the demands of clean energy. This means we're using 19th- and 20th-century technologies to battle 21st-century problems like climate change and energy security.

It also means that places like North Dakota can produce a lot of wind energy but can't deliver it to communities that want it, leading to a gap between how much clean energy we are using and how much we could be using.

The investment we are making today will create a newer, smarter electric grid that will allow for the broader use of alternative energy. We will build on the work that's being done in places like Boulder, Colorado, a community that is on pace to be the world's first Smart Grid city. This investment will place Smart Meters in homes to make our energy bills lower, make outages less likely and make it easier to use clean energy.

It's an investment that will save taxpayers over $1 billion by slashing energy costs in our federal buildings by 25 percent and save working families hundreds of dollars a year on their energy bills by weatherizing over 1 million homes. And it's an investment that takes the important first step towards a nationwide transmission superhighway that will connect our cities to the windy plains of the Dakotas and the sunny deserts of the Southwest.

Even beyond energy, from the National Institutes of Health to the National Science Foundation, this recovery act represents the biggest increase in basic research funding in the long history of America's noble endeavor to better understand our world. Just as President Kennedy sparked an explosion of innovation when he set America's sights on the moon, I hope this investment will ignite our imagination once more, spurring new discoveries and breakthroughs that will make our economy stronger, our nation more secure and our planet safer for our children.

While this package is mostly composed of critical investments, it also includes aid to state and local governments to prevent layoffs of firefighters or police recruits - recruits like the ones in Columbus, Ohio, who were told that instead of being sworn in as officers, they would be let go.

It includes help for those hardest hit by our economic crisis, like the nearly 18 million Americans who will get larger unemployment checks in the mail. And about a third of this package comes in the form of tax cuts - the most progressive in our history - not only spurring job creation but putting money in the pockets of 95 percent of all hardworking families.

Unlike tax cuts we've seen in recent years, the vast majority of these tax benefits will go not to the wealthiest Americans but to the middle class, with those workers who make the least benefiting the most. And it's a plan that rewards responsibility, lifting 2 million Americans from poverty by ensuring that anyone who works hard does not have to raise a child below the poverty line.

As a whole, this plan will help poor and working Americans pull themselves into the middle class in a way we haven't seen in nearly 50 years.

What I am signing, then, is a balanced plan with a mix of tax cuts and investments. It is a plan that's been put together without earmarks or the usual pork-barrel spending. And it is a plan that will be implemented with an unprecedented level of transparency and accountability.

With a recovery package of this scale comes a responsibility to assure every taxpayer that we are being careful with the money they work so hard to earn. That's why I am assigning a team of managers to ensure that the precious dollars we have invested are being spent wisely and well. We will hold the governors and local officials who receive money to the same high standards. And we expect you, the American people, to hold us accountable for the results. That is why we have created Recovery.gov, so every American can go online and see how their money is being spent.

As important as the step we take today is, this legislation represents only the first part of the broad strategy we need to address our economic crisis. In the coming days and weeks, I will be launching other aspects of the plan. We will need to stabilize, repair and reform our banking system and get credit flowing again to families and businesses.

We will need to end a culture where we ignore problems until they become full-blown crises instead of recognizing that the only way to build a thriving economy is to set and enforce firm rules of the road. We must stem the spread of foreclosures and falling home values for all Americans and do everything we can to help responsible homeowners stay in their homes, something I will talk more about tomorrow.

And while we need to do everything in the short-term to get our economy moving again, we must recognize that having inherited a trillion-dollar deficit, we need to begin restoring fiscal discipline and taming our exploding deficits over the long-term.

None of this will be easy. The road to recovery will not be straight and true. It will demand courage and discipline and a new sense of responsibility that has been missing, from Wall Street to Washington. There will be hazards and reverses along the way. But I have every confidence that if we are willing to continue doing the difficult work that must be done - by each of us and by all of us - then we will leave this struggling economy behind us, and come out on the other side, more prosperous as a people.

For our American story is not - and has never been - about things coming easy. It's about rising to the moment when the moment is hard, converting crisis into opportunity and seeing to it that we emerge from whatever trials we face stronger than we were before. It's about rejecting the notion that our fate is somehow written for us, and instead laying claim to a destiny of our own making.

That is what earlier generations of Americans have done, and that is what we are doing today. Thank you.

Printable solar technology 'heralds electronic revolution'

The CSIRO is developing solar cells that can be printed out by the metre, like banknotes.

Scientists say the cells would be printed onto large areas of flexible light plastic using technology already developed by CSIRO for the latest banknote production.

The cost of current solar cell technology remains an obstacle for domestic households.

The CSIRO's Gerry Wilson says once the printable cells reach the market in about five years, the cells will probably be much more efficient.

"The print trials that we were conducting today, those printers typically run at 200 metres a minute, which is 100 kilometres per day.

"If you were printing a solar cell that had only 10 per cent efficiency say, then we calculate that over five months, you'd be able to print enough plastic solar cells to generate a gigawatt of power."

The CSIRO says the technology could end up being used within the windows of houses.

Dr Wilson says printing solar cells heralds an electronic revolution.

"You could obviously put them on the roof or any other solid frontage like walls and things like that," he said.

"But because we can lay down these polymer films with different thicknesses you could make them transparent or semi-transparent so even windows or architectural features like that could all be used."

He also says the technology could even, in principle, be used on water.

"These plastic films that we're making now also float you don't necessarily have to be constrained on putting them on land," he said.

"When you consider the amount of water we lose through evaporation on dams, wouldn't it be smart to put a whole heap of films on top of your dam."

On behalf of the Galactic Federation and the Spiritual Hierarchy, we greet you. We would like to assure you that we are of the Light, and that we come to you in the service of your Creator to assist and advise you so that you may better understand and react to the changes which will soon be upon you and your planet.

With your limited vision, and your relationship with self-centeredness and conflict, you may be tempted to suspect that we have come to harm or to conquer you. There are indeed forces in your universe who might have such intentions. But their powers have been largely neutralized at this time. The time has now come for a general movement upwards, a sorting of those who are ready to move up, and those who are not. It is important that you have some idea of what lies immediately ahead and why it is to take place, so that you may prepare yourselves. This is our first task.

You have collectively made great advances in science and technology, but in so doing, you have often neglected another important source of information, namely your intuition. In your obsession with things physical, things which can be seen, felt, measured and tested, you have gained the impression that if you cannot see or feel it, it cannot therefore exist. Your eyes are closed to any possibilities outside your own area of recognition. But I must tell you, that there is more unseen than is seen, there is more uncomprehended than comprehended, there is more to your world and your universe than you could presently imagine.

The density of matter is important. Physical objects have different densities, people's physical frames have different densities, so also do worlds. We are of a lighter, finer density that you, as also are the manifestations which you call spirits or ghosts. Place some pebbles in a sieve, then pour water over them and see how the finer density of water allows it to pass around the denser pebbles. That is why ghosts can pass through walls. That is how our spacecraft can move about invisibly to your eyes, though we are able to make ourselves visible to your senses at will. That is why there is so much going on around you that is invisible to your eyes.

Planet Earth at present exists on the densest possible level as a reflection of the environment in which you live and conduct yourselves and the lessons you have chosen to learn. Each planet or universe or civilization has its constitution, similar in spirit and intent to the constitutions of your more evolved governments. The concept of constitution is to lay down the outer, absolute boundaries of approved behavior beyond which neither individuals nor governments may pass. Planet Earth has been given the gift of Free Will, as have many others. But unlike others, your Free Will has been given without boundaries. Thus you have been able to go to extremes of violence and self gratification at the expense of others, extremes which in other civilizations would not be permitted. In this way you yourselves, and all of us who observe you and experience your world by co-relation, can learn of the effects which such actions can set in motion.

But this situation will shortly come to an end. For now is a time of sorting and of moving upwards. It is a time of revision, of assessment, of taking new paths. It includes your entire planet, and indeed a much wider circle of worlds beyond your own. Your planet is to be cleansed, and its people will move to new worlds according to their evolution and aspirations, in order to learn new lessons in new environments. This will give each individual the opportunity to review his or her life and attitudes, and to consider the kind of future to which he or she aspires.

Having given you just a brief idea of what is to happen very shortly around you, I must now tell you of the task we have been given by Earth's Spiritual Guides and Hierarchy, and how we propose to set about fulfilling our responsibilities.

It is our intent to use what in your language might be referred to as the "carrot and the stick".

The "stick" is not, as you might at first think, a weapon to be raised in aggression or anger or envy. This is not our way. Indeed the "constitution" of our lives and civilization does not permit any of these things. The "stick" we will use is a rod of protection, and it is strict, tolerating no exceptions. Already you will find that your weapons of war are losing their effectiveness; over time these physical weapons will disintegrate into dust, their aura of aggression and anger will be neutralized along with their physical form. You will also find that anything used as a weapon of aggression, even a stick or a fist raised in anger, will be stayed by an unseen hand. Ultimately, you will find that when any words are to be spoken in anger or aggression, the voice of the speaker will falter as if gently choking, so that such words may not be expressed. Finally, as the din of war is gradually stilled and the spirit of peace descends upon your planet, we hope to reinforce it with an all-enveloping blanket of love and goodwill. You must understand that although you may think that victory is an achievement providing its rewards, you should know that the continuance of war and competitive aggression which is a constant feature of your planet has taken its toll upon your emotions and your senses, creating a continuing tension. As this burden is progressively lifted you will find yourselves lightening, becoming more joyful, more able to see the beauty around you and the light in the souls of others.

Perhaps you, with your tradition of total Free Will, may feel that this is an unwarranted intrusion into your liberty. Although you may well agree in principle that the neutralization of all anger and aggression together with all weapons of war would be a wonderful thing, you may not feel altogether comfortable with its imposition by an alien and foreign force. Yet I must tell you that such rules are not unusual; indeed your planet is almost unique in permitting such activities, which are not within the constitutional bounds of other civilizations. Many of you may also feel that while an end to violence is a good thing in principle, it is necessary first of all to repay debts, to claim the "eye for the eye". But I must tell you that such vendettas, such acts of violence followed by counter-violence in the name of honor, these acts have been going on for centuries in your collective lives. Somewhere, at some time, the perpetuation of violence must stop. This is now the place and the time.

I must also explain that if we are to help you, as we have been instructed to do, we must first ask you to be still. We cannot help and advise those who are too busy killing one another to listen to our words. If you could see your planet from outer space as we do all the time, you would see a murky aura of accumulated hate and aggression, and your ears would be deafened by the constant clamor and din of war, the shooting and the bombs, the cries of the wounded and the dying, and the destruction of so much of the physical assets of your civilization which you have previously built with expenditure of great effort and planetary resources. If only the effort you have put into destruction and rebuilding could have been directed into preserving and enhancing, of building upon building, imagine how rich your civilization would now appear! But that is your destiny and it is not for us to question it, only to point out that if you are to listen, to be informed, to improve your conduct and make a right decision when needed to do so, then you must first be stilled.

Our "stick" will be the rod of protection, ensuring that acts of aggression are halted so that the clash of war may be stilled and the spirit of aggression, of violence and revenge may be quietened.

The "carrot" of persuasion will take the form of suggestions as to how you may conduct your lives more peaceably, more spiritually, with the "reward" that in so doing you may be more ready to move to a higher level of being.

It is our hope that as you pause for a moment in your aggression and counter-aggression, when your ears are no longer filled with the din of war and your senses not fully preoccupied with getting the better of others before they get the better of you, in that stillness and space of neutrality you may be persuaded to begin afresh, and to build for yourselves a society where relationships are based on mutual respect, non-aggression and cooperation, on construction rather than destruction.

A daunting, perhaps even impossible task? No. Indeed it is much easier done than imagined.

In other societies more developed than your own, there is one guiding principle of conduct between people. It is a simple rule: first, do no harm.

You must start early with your very youngest children, as we also do, teaching them what is to us the most important rule of life: respect others as you would have them respect you. Think no unkind thoughts, say no unkind words, for one only puts others down in order to make oneself feel greater. Learn to value yourself for what you are; build upon your incarnated foundation, develop yourself and your natural gifts, remembering only that you should enrich your own life without impoverishing that of others, emotionally, spiritually or physically.

Your governments too must reform themselves rapidly, for despite the belief which many hold that they live in a democracy, in truth few people trust their governments to act competently, honestly and efficiently. The purpose of government, in the words of your Thomas Jefferson, is to prevent men from injuring one another. If only you had but one government which did just that, which ensured peace and true social justice among its people, acting productively without undue waste, with honesty and transparency, with the interests of the people - its customers - at heart, you would never believe the beneficial, almost magical effect it would have. With that one principle, there would be physical plenty for all to live challenging and rewarding lives in a pleasant environment on a respected planet.

As you shed your aggressive competitiveness, competing only with ignorance to create knowledge, competing only with poverty to create wealth which all may share, conducting your collective lives according to the principle of mutual respect and cooperation, so all the dark, dank places you have created for yourselves will be changed and brightened, those who have been put down will find new freedom to make their own contribution, and the harm done to your host planet can slowly be undone.

There will be little enough time for this new spirit to take root. But if you can only pause from your aggression long enough to enjoy the stillness of peace, if you can order your collective affairs according to Universal Laws long enough to glimpse the rewards of peace, justice and cooperation, and if experiencing these things each of you can profit from your new environment in order to review your personal attitudes, your approach to yourself and to others, you will then be in a position to embrace a brighter future.

It is our wish to remain with you, and to communicate with you constantly in order to give you a wider view of that which you cannot see, of developments around you and how they will affect you. And in our behavior towards you, we will show you the creative, nurturing power of love, of mutual caring and assistance which we hope that you too will embrace among yourselves.

The Obama Code

In the wake of President Obama's address to the joint session of Congress, what can we expect to hear?

The pundits will stress the nuts-and-bolts policy issues: the banking system, education, energy, health care. But beyond policy, there will be a vision of America--a moral vision and a view of unity that the pundits often miss.

What they miss is the Obama Code. For the sake of unity, the President tends to express his moral vision indirectly. Like other self-aware and highly articulate speakers, he connects with his audience using what cognitive scientists call the "cognitive unconscious." Speaking naturally, he lets his deepest ideas simply structure what he is saying. If you follow him, the deep ideas are communicated unconsciously and automatically. " The Code is his most effective way to bring the country together around fundamental American values.

For supporters of the President, it is crucial to understand the Code in order to talk overtly about the old values our new president is communicating. It is necessary because tens of millions of Americans--both conservatives and progressives--don't yet perceive the vital sea change that Obama is bringing about.

The word "code" can refer to a system of either communication or morality. President Obama has integrated the two. The Obama Code is both moral and linguistic at once. The President is using his enormous skills as a communicator to express a moral system. As he has said, budgets are moral documents. His economic program is tied to his moral system and is discussed in the Code, as are just about all of his other policies.

Behind the Obama Code are seven crucial intellectual moves that I believe are historically, practically, and cognitively appropriate, as well as politically astute. They are not all obvious, and jointly they may seem mysterious. That is why it is worth sorting them out one-by-one.

1. Values Over Programs

The first move is to distinguish programs from the value systems they represent. Every policy has a material aspect--the nuts and bolts of how it works-- plus a typically implicit cognitive aspect that represents the values and ideas behind the nuts and bolts. The President knows the difference. He understands that those who see themselves as "progressive" or "conservative" all too often define those words in terms of programs rather than values. Even the programs championed by progressives may not fit what the President sees as the fundamental values of the country. He is seeking to align the programs of his administration with those values.

The potential pushback will come not just from conservatives who do not share his values, but just as much from progressives who make the mistake of thinking that programs are values and that progressivism is defined by a list of programs. When some of those programs are cut as economically secondary or as unessential, their defenders will inevitably see this as a conservative move rather than a move within an overall moral vision they share with the President.

This separation between values and programs lies behind the president's pledge to cut programs that don't serve those values and support those that do -- no matter whether they are proposed by Republicans or Democrats. The President's idealistic question is, what policies serve what values? -- not what political interests?

2. Progressive Values are American Values

President Obama's second intellectual move concerns what the fundamental American values are. In Moral Politics, I described what I found to be the implicit, often unconscious, value systems behind progressive and conservative thought. Progressive thought rests, first, on the value of empathy--putting oneself in other people's shoes, seeing the world through their eyes, and therefore caring about them. The second principle is acting on that care, taking responsibility both for oneself and others, social as well as individual responsibility. The third is acting to make oneself, the country, and the world better--what Obama has called an "ethic of excellence" toward creating "a more perfect union" politically.

Historian Lynn Hunt, in Inventing Human Rights, has shown that those values, beginning with empathy, lie historically behind the human rights expressed in the Declaration of Independence and the Constitution. Obama, in various interviews and speeches, has provided the logical link. Empathy is not mere sympathy. Putting oneself in the shoes of others brings with it the responsibility to act on that empathy--to be "our brother's keeper and our sister's keeper"--and to act to improve ourselves, our country, and the world.

The logic is simple: Empathy is why we have the values of freedom, fairness, and equality -- for everyone, not just for certain individuals. If we put ourselves in the shoes of others, we will want them to be free and treated fairly. Empathy with all leads to equality: no one should be treated worse than anyone else. Empathy leads us to democracy: to avoid being subject indefinitely to the whims of an oppressive and unfair ruler, we need to be able to choose who governs us and we need a government of laws.

Obama has consistently maintained that what I, in my writings, have called "progressive" values are fundamental American values. From his perspective, he is not a progressive; he is just an American. That is a crucial intellectual move.

Those empathy-based moral values are the opposite of the conservative focus on individual responsibility without social responsibility. They make it intolerable to tolerate a president who is The Decider--who gets to decide without caring about or listening to anybody. Empathy-based values are opposed to the pure self-interest of a laissez-faire "free market," which assumes that greed is good and that seeking self-interest will magically maximize everyone's interests. They oppose a purely self-interested view of America in foreign policy. Obama's foreign policy is empathy-based, concerned with people as well as states--with poverty, education, disease, water, the rights of women and children, ethnic cleansing, and so on around the world.

How are such values expressed? Take a look at the inaugural speech. Empathy: "the kindness to take in a stranger when the levees break, the selflessness of workers who would rather cut their hours than see a friend lose their job, the firefighter's courage to storm a stairway filled with smoke, but also a parent's willingness to nurture a child..." Responsibility to ourselves and others: "We have duties to ourselves, the nation, and the world." The ethic of excellence: "there is nothing so satisfying to the spirit, so defining of character, than giving our all to a difficult task." They define our democracy: "This is the meaning of our liberty and our creed."

The same values apply to foreign policy: "To the people of poor nations, we pledge to work alongside you to make your farms flourish and make clean waters flow; to nourish starved bodies and feed hungry minds." And to religion as well: By quoting language like "our brother's keeper," he is communicating that mere individual responsibility will not get you into Heaven, that social responsibility and making the world better is required.

3. Biconceptualism and the New Bipartisanship

The third crucial idea behind the Obama Code is biconceptualism, the knowledge that a great many people who identify themselves ideologically as conservatives, or politically as Republicans or Independents, share those fundamental American values--at least on certain issues. Most "conservatives" are not thoroughgoing movement conservatives, but are what I have called "partial progressives" sharing Obama's American values on many issues. Where such folks agree with him on values, Obama tries, and will continue to try, to work with them on those issues if not others. And, he assumes, correctly believe, that the more they come to think in terms of those American values, the less they will think in terms of opposing conservative values.

Biconceptualism lay behind his invitation to Rick Warren to speak at the inaugural. Warren is a biconceptual, like many younger evangelicals. He shares Obama's views of the environment, poverty, health, and social responsibility, though he is otherwise a conservative. Biconceptualism is behind his "courting" of Republican members of Congress. The idea is not to accept conservative moral views, but to find those issues where individual Republicans already share what he sees as fundamentally American values. He has "reached across the aisle" to Richard Luger on nuclear proliferation, but not on economics.

Biconceptualism is central to Obama's attempts to achieve unity --a unity based on his understanding of American values. The current economic failure gives him an opening to speak about the economy in terms of those ideals: caring about all, prosperity for all, responsibility for all by all, and good jobs for all who want to work.

I think Obama is correct about biconceptualism of this sort -- at least where the overwhelming proportion of Americans is concerned. When the President spoke at the Lincoln Day dinner recently about sensible Midwestern Republicans, he meant biconceptual Republicans, who are progressive and/or pragmatic on many issues.

But hardcore movement conservatives tend to be more ideological and less biconceptual than their constituents. In the recent stimulus vote, the hardcore movement conservatives kept party discipline (except for three Senate votes) by threatening to run opposition candidates against anyone who broke ranks. They were able to enforce this because the conservative message machine is strong in their districts and there is no nationwide progressive message machine operating in those districts. The effectiveness of the conservative message machine led to Obama making a rare mistake in communication, the mistake of saying out loud in Florida not to think of Rush Limbaugh, thus violating the first rule of framing and giving Rush Limbaugh even greater power.

Biconceptual, partly progressive, Republicans do exist in Congress, and the president is not going to give up on them. But as long as the conservative message machine can activate its values virtually unopposed in conservative districts, movement conservatives can continue to pressure biconceptual Republicans and keep them from voting their conscience on many issues. This is why a nationwide progressive message machine needs to be organized if the president is to achieve unity through biconceptualism.

4. Protection and Empowerment

The fourth idea behind the Obama Code is the President's understanding of government--"not whether our government is too big or too small, but whether it works." This depends on what "works" means. The word sounds purely pragmatic, but it is moral in operation.

The idea is that government has twin moral missions: protection and empowerment. Protection includes not just military and police protection, but protections for the environment, consumers, workers, pensioners, disaster victims, and investors.

Empowerment is what his stimulus package is about: it includes education and other forms of infrastructure--roads, bridges, communications, energy supply, the banking system and stock market. The moral mission of government is simple: no one can earn a living in America or live an American life without protection and empowerment by the government. The stimulus package is basically an empowerment package. Taxes are what you pay for living in America, rather than in Congo or Bangladesh. And the more money you make from government protection and empowerment, the more you owe in return. Progressive taxation is a matter of moral accounting. Tax cuts for the middle class mean that the middle class hasn't been getting as much as it has been contributing to the nation's productivity for many years.

This view of government meshes with our national ideal of equality. There needs to be moral equality: equal protection and equal empowerment. We all deserve health care protection, retirement protection, worker protection, employment protection, protection of our civil liberties, and investment protection. Protection and empowerment. That's what "works" means--"whether it helps families find jobs at a decent wage, care they can afford, a retirement that is dignified."

5. Morality and Economics Fit Together

Crises are times of opportunity. Budgets are moral statements. President Obama has put these ideas together. His economic program is a moral program and conversely. Why the quartet of leading economic issues--education, energy, health, banking? Because they are at the heart of government's moral mission of protection and empowerment, and correspondingly, they are what is needed to act on empathy, social and personal responsibility, and making the future better. The economic crisis is also an opportunity. It requires him to spend hundreds of billions of dollars on the right things to do.

6. Systemic Causation and Systemic Risk

Conservatives tend to think in terms of direct causation. The overwhelming moral value of individual, not social, responsibility requires that causation be local and direct. For each individual to be entirely responsible for the consequences of his or her actions, those actions must be the direct causes of those consequences. If systemic causation is real, then the most fundamental of conservative moral--and economic--values is fallacious.

Global ecology and global economics are prime examples of systemic causation. Global warming is fundamentally a system phenomenon. That is why the very idea threatens conservative thinking. And the global economic collapse is also systemic in nature. That is at the heart of the death of the conservative principle of the laissez-faire free market, where individual short-term self-interest was supposed to be natural, moral, and the best for everybody. The reality of systemic causation has left conservatism without any real ideas to address global warming and the global economic crisis.

With systemic causation goes systemic risk. The old rational actor model taught in economics and political science ignored systemic risk. Risk was seen as local and governed by direct causation, that is, buy short-term individual decisions. The investment banks acted on their own short-term risk, based on short-term assumptions, for example, that housing prices would continue to rise or that bundles of mortgages once secure for the short term would continue to be "secure" and could be traded as "securities."

The systemic nature of ecological and economic causation and risk have resulted in the twin disasters of global warming and global economic breakdown. Both must be dealt with on a systematic, global, long-term basis. Regulating risk is global and long-term, and so what are required are world-wide institutions that carry out that regulation in systematic way and that monitor causation and risk systemically, not just locally.

President Obama understands this, though much of the country does not. Part of his challenge will be to formulate policies that carry out these ideas and to communicate these ideas as well as possible to the public.

7. Contested Concepts and Patriotic Language

As President, Barack Obama must speak in patriotic language. But all patriot language in this country is "contested." Every major patriotic term has a core meaning that we all understand the same way. But that common core meaning is very limited in its application. Most uses of patriotic language are extended from the core on the basis of either conservative or progressive values to produce meanings that are often opposite from each other.

I've written a whole book, Whose Freedom?, on the word "freedom" as used by conservatives and progressives. In his second inaugural, George W. Bush used "freedom," "free," and "liberty" over and over--first, with its common meaning, then shifting to its conservative meaning: defending "freedom" as including domestic spying, torture and rendition, denial of habeus corpus, invading a country that posed no threat to us, a "free market" based on greed and short-term profits for the wealthy, denying sex education and access to women's health facilities, denying health care to the poor, and leading to the killing and maiming of innocent civilians in Iraq by the hundreds of thousands, all in the name of "freedom." It was anything but a progressive's view of freedom--and anything but the view intended in the Declaration of Independence or the Constitution.

For forty years, from the late 1960's through 2008, conservatives managed, through their extensive message machine, to reframe much of our political discourse to fit their worldview. President Obama is reclaiming our patriotic language after decades of conservative dominance, to fit what he has correctly seen as the ideals behind the founding of our country.

"Freedom" will no longer mean what George W. Bush meant by it. Guantanamo will be closed, torture outlawed, the market regulated. Obama's inaugural address was filled with framings of patriotic concepts to fit those ideals. Not just the concept of freedom, but also equality, prosperity, unity, security, interests, challenges, courage, purpose, loyalty, patriotism, virtue, character, and grace. Look at these words in his inaugural address and you will see how Obama has situated their meaning within his view of fundamental American values: empathy, social and well as personal responsibility, improving yourself and your country. We can expect further reclaiming of patriotic language throughout his administration.

All this is what "change" means. In his policy proposals the President is trying to align his administration's policies with the fundamental values of the Framers of our Constitution. In seeking "bipartisan" support, he is looking beyond political affiliations to those who share those values on particular issues. In his economic policy, he is realigning our economy with the moral missions of government: protection and empowerment for all.

It's Us, Not Just Him

The president is the best political communicator of our age. He has the bully pulpit. He gets media attention from the press. His website is running a permanent campaign, Organizing for Obama, run by his campaign manager David Plouffe. It seeks issue-by-issue support from his huge mailing list. There are plenty of progressive blogs. MoveOn.org now has over five million members. And yet that is nowhere near enough.

The conservative message machine is huge and still going. There are dozens of conservative think tanks, many with very large communications budgets. The conservative leadership institutes are continuing to turn out thousands of trained conservative spokespeople every year. The conservative apparatus for language creation is still functioning. Conservative talking points are still going out to their network of spokespeople, who still being booked on tv and radio around the country. About 80% of the talking heads on tv are conservatives. Rush Limbaugh and Fox News are as strong as ever. There are now progressive voices on MSNBC, Comedy Central, and Air America, but they are still overwhelmed by Right's enormous megaphone. Republicans in Congress can count on overwhelming message support in their home districts and homes states. That is one reason why they were able to stonewall on the President's stimulus package. They had no serious media competition at home pounding out the Obama vision day after day.

Such national, day-by-day media competition is necessary. Democrats need to build it. Democratic think tanks are strong on policy and programs, but weak on values and vision. Without the moral arguments based on the Obama values and vision, the policymakers most likely be unable to regularly address both independent voters and the Limbaugh-FoxNews audiences in conservative Republican strongholds.

The president and his administration cannot build such a communication system, nor can the Democrats in Congress. The DNC does not have the resources. It will be up to supporters of the Obama values, not just supporters on the issues, to put such a system in place. Despite all the organizing strength of Obama supporters, no such organizing effort is now going on. If none is put together, the movement conservatives will face few challenges of fundamental values in their home constituencies and will be able to go on stonewalling with impunity. That will make the president's vision that much harder to carry out.

Summary

The Obama Code is based on seven deep, insightful, and subtle intellectual moves. What President Obama has been attempting in his speeches is a return to the original frames of the Framers, reconstituting what it means to be an American, to be patriotic, to be a citizen and to share in both the sacrifices and the glories of our country. In seeking "bipartisan" support, he is looking beyond political affiliations to those who share those values on particular issues. In his economic plan, he is attempting to realign our economy with the moral missions of government: protection and empowerment for all.

The president hasn't fooled the radical ideological conservatives in Congress. They know progressive values when they see them -- and they see them in their own colleagues and constituents too often for comfort. The radical conservatives are aware that this economic crisis threatens not only their political support, but the very underpinnings of conservative ideology itself. Nonetheless, their brains have not been changed by facts. Movement conservatives are not fading away. They think their conservative values are the real American values. They still have their message machine and they are going to make the most of it. The ratings for Fox News and Rush Limbaugh are rising. Without a countervailing communications system on the Democratic side, they can create a lot of trouble, not just for the president, not just for the nation, but on a global scale, for the environmental and economic future of the world.

CNBC anchors were left dumbfounded and acted overtly cantankerous
yesterday after Congressman Ron Paul's opening statement at the House
Financial Services Committee was broadcast live to an audience of
millions.

CNBC went live to the House, clearly without knowing that the Texas
Congressman had the initial Republican statement at the hearing of
Fed Chairman Ben Bernanke.

After the Congressman spent two and a half minutes lecturing Bernanke
on sound money principles, warning that the financial crisis cannot
be solved by merely creating credit out of thin air, CNBC cut back to
the studio.

Anchors Erin Burnett and Mark Haines were so perturbed by what they
had just heard that they immediately cut to a commercial break:

Haines: "This is not going as planned"

Burnett: "No it is not"

Haines: "We were told that there would be a very limited number of
opening statements, and it seems to be getting out of control."

Burnett: "Here's what we forgot, everybody is taking this live, you
know what that means? Why would they miss an opportunity for free air
time?"

Haines: "We're going to take a commercial break and get them out of
the way, so that when something really substandard [he must mean
substantial? ] is happening, we don't have to interrupt them."

The Congressman' s speech was powerful and eye opening:

"This is the end of an era," said Paul, "we can't reinflate the
bubble....if we think that we can reinflate this bubble by artificially
creating credit out of thin air and calling it capital, believe me we
don't have a prayer of solving these problems - we have a total
misunderstanding of what credit is versus capital."

Of course, in the eyes of the corporate media shills for the Fed, the
Treasury, and Wall Street Paul's words were "out of control". How
dare he speak such sense and actively question the logic of the
almighty ones, our only hope, our saviors (who also happen to be the
very same set of criminals that led us down the path to economic ruin
in the first instance).

Then again, how could we expect anything else from the likes of
CNBC's Burnett and Haines, who have previously demonstrated a total
lack of understanding of the underlying causes of the financial
crisis, even commenting that gold has "no inherent value".

Consciousness has been evolving for billions of years from the first cell to us. We are becoming aware that through our own consciousness the universe can know itself.
